Extract the file you want to this:
C:\Users\YOUR NAME\Documents\Electronic Arts\The Sims 3\Mods\Packages (Placed in my documents)
or to this:
C:\Program Files\Electronic Arts\De Sims 3 Ambities\Mods\Packages
